    Everglades NP definitely does .If you drive out to the end of the road at Flamingo-an absolutley beautiful spot by the way - you will find yourself at the start/end of what's called the Wilderness Waterway

    also check out the ocala national forest. there are several campgrounds surrounded by the springs that allow for caneoing and might offer what it is you are looking for.
